\nThe Team of Observations and Actions on Psychologists\u2019 Acts<\/p>\n

Most of the authors are graduate students in the departments of\u00a0psychology and counseling practitioners in public\u00a0elementary\/secondary schools. When the government implemented the\u00a0\u201cPsychologists\u2019 Act\u201d in 2003 and 2004, the authors were interested to\u00a0examine the impact of the legislation upon the actual counseling work\u00a0on campus. Therefore, they joined \u201cThe Team of Observations and\u00a0Actions.\u201d
\nIn the sub-team of \u201cElementary and Secondary Schools,\u201dthe\u00a0authors collaborated in examining the historical, institutional and the\u00a0practical aspects of the school guidance\/counseling system. From their\u00a0research, it is found that the top-down policy was in many ways\u00a0infeasible and difficult to work out in counseling practice; and the\u00a0failure results in the setback of professional counselors on campus.
\nWith the implementation of \u201cPsychologists\u2019 Act,\u201d the aim is that\u00a0professionals with national certificate and license can work on the\u00a0campus. With \u201corganization re-construction,\u201d it is hoped that the\u00a0quality of counseling work can be improved. Yet, the logic hidden
\nbehind this licentiation is rather problematic. The focus of the\u00a0reconstruction is not to improve the professional ability of the\u00a0counseling practitioners, but to institutionalize the profession.\u00a0Therefore, the conclusion of the observing team is legislation does not\u00a0help solve the current problem and setback. This essay presents the\u00a0process of the authors\u2019 critical enquiry, and their reflection and action\u00a0in practice.<\/p>\n
